Logistics Officer Job Description

The Logistic Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to NFDHR’s 7 core programs. She/he is also in charge of building the capacity of local logistics support team members. The Logistics Officer reports directly to the Operations Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.

 

Main Tasks

Technical Support and Management:

Prepare procurement procedures in accordance with the rules, regulations and manuals adopted in coordination with the programs concerned with NFDHR.

Prepare various procedures around project implementation within NFDHR’s Procurement Policies, including direct or urgent purchases

Record purchases within NFDHR’s procurement documents in order to prove materials purchased are classified and entered in the financial system

Follow-up and monitor purchased materials to ensure proper procurement and distribution to warehouses in accordance with invoices and purchase contracts

Document, control and execute receipt of invoices received from suppliers.

Match supplier invoices with warehouse’s purchase orders and receipt of supplies, issued by administration, and indicate supply’s safety.

Match the total balance of the inventory control record with the balance in the system.

Keep inventory of suppliers' debts whose period has expired with periodic reports.

Create a file for each resource needed/ordered, containing all correspondence and agreements between NFDHR and the supplier. Make sure all files are consistently labelled, indexed and organized to facilitate accessing and referencing it.

 

Coordination and Representation:

Assist the Operations Manager in preparing the procurement plan of NFDHR and its related projects.

Participate in the Inventory Committee periodically, and, at the end of the year, in coordination with the Warehouse Manager, match the inventory results with inventory control records and search for discrepancies (if any) and report them.

Coordinate with the Warehouse Manager to identify stock gaps and ordering needs to ensure supplies are fully stocked for corresponding projects.

 

Administrative Duties

Review the invoices received from suppliers and match them with suppliers' contracts, identify any discrepancies, if any, and follow them up.

Follow-up late invoices with suppliers.

Report on non-moving, slow-moving, obsolete and stagnant items.

Other duties as assigned.

 

The role of the Logistics Officer is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Logistics Officer is required to manage all unforeseen issues and circumstances in relation to NFDHR’s logistical support functions and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.

 

Qualifications

Essential

Bachelor’s degree in Supply Chain Management, Logistics or something similar

Minimum of 2 years’ experience working in Logistics in a humanitarian/development context

Substantial knowledge of standard logistics procedures and practices

Basic knowledge of financial and HR procedures

Familiarity working with procurement software

Good level of technical skills in mechanics/IT/Communications/construction or other desired

Experience with field level coordination with other stakeholders UN, INGOs, NNGOs and government

Administrative Assistant Job Description

The Administrative Assistant ensures the smooth and efficient running of the NFDHR office, by undertaking a range of logistic, administrative, organizational and IT-related activities. She/he works with the administration team and collaborates with office service personnel (such as guards or cleaners) in the completion of duties. The Admin Assistant provides office services by implementing administrative systems, procedures, and policies and monitoring administrative tasks. The Admin Assistant reports directly to the administrative manger. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.

 

Main Tasks

Conduct daily clearance of temporary filing cabinets by relocating and organizing them within the central files

Make sure that all forms are always available and updated.

Receive and prepare payment orders to be approved and disbursed to suppliers.

Place orders and manage payment for office expenses including water, electricity, transportation, stationary, etc.

Maintain and update the Property Register list.

Keep updated contact details for NFDHR staff, NGO partners, donors, suppliers, government contacts, etc.

Organize the administrative activities for meetings, workshops, and trainings

Cholera Project Manager Job Description

Cholera Project Manager is responsible for planning, developing, monitoring and evaluating the assigned Cholera project. Technical Support and Management:

 

Work on developing and reviewing the project strategy in partnership with the concerned government authorities, local governorate authorities, directorates and beneficiaries.

Oversee the implementation of Cholera projects in coordination with the other Project staff.

Ensure project implementation is according to the required standards/specifications and corresponding timetable of the project.

Oversee the development of field staff trainings.

Supervise the maintenance and archiving of reports, records, and technical documents

Oversee Cholera situational analyses, assessments, and studies in the areas targeted by the institution.

Supervise, plan, organize, and monitor all livelihood activities carried out by the field coordinator.

Supervise and submit periodic studies, reports, and evaluation around FSL project.

Prepare evidence-based FSL awareness IEC materials and get them approved by relevant authorities.

Oversee project monitoring and evaluation, ensuring the achievement of project indicators and results at all stages of implementation

Evaluate staff performance and make recommendations.

Represent NFDHR in several meetings and events related to the Health sector such as the Health cluster, prepare and present minutes from these meetings to the Health & Nutrition Program Manager.

Experience working with governments, UN bodies, INGOs and local NGOs

Experience in donor relation

Main Tasks
  1. Develop a comprehensive plan to follow up project activities, indicators, information gathering and other tasks related to the measurement of project outputs and outcomes
  2. Use the official tools to follow up and evaluate the implementation of the project activities, tracking the indicators of the project.
  3. Support M&E section in coordination process to establish programme level M&E systems
  4. Help the team in working on the M&E planning and providing supporting in planning the M&E annual work plan.
  5.  Periodic field visits to follow up the progress of work and related project activities.
  6. Contribute to the program data collection, entry and management system through documentation and implementation
  7. Perform data collection methodology and apply M&E tools in actual data collection, as needed

FSL Supervisor

FSL Supervisor

Reporting to: Project Manager

Main Tasks
  1. Participate to the identification of field needs, send the prober feedback and receive and follow-up of daily and final statistics from the coordinator of the Directorate and the results of their work, and submitted to the coordinator of the province in accordance with the approved models of the institution.
  2. Participate in project activities planning and support the province coordinator to answer and receive all inquiries, correspondence and problems from the main supervisor of the Directorate and solve or raise them first to the coordinator of the province without any delay and provide them with replies.
  3. To visit the "targeted directorates, isolation and villages" of the scope of their work to see the progress of work and report the results of the visit to the project coordinator.
  4. Receive and follow up the field department's supervisor and compel them to submit field survey forms every two days and technically review them and submit them to the input, follow-up and evaluation officer responsible for their introduction.
  5. Coordinate and schedule meetings and workshops with the team, project manager, district coordinator.
  6. Maintain a clear and easy archiving mechanism for all project documents, whether beneficiaries' data, food aid distribution lists, and other related project documents.
  7. Submit the necessary reports to the coordinator of the governorate on demand and prepare the final reports of the work of the registration supervisor of districts at the end of data collection in the field.

  7. رفع التقارير اللازمة لمنسق المحافظة اولاً بأول وعند الطلب وإعداد التقرير النهائي لعمل مشرفي التسجيل بالمديريات عند انتهاء مرحلة  جمع البيانات في الميدان.
  8. تنفيذ ما يوكل اليه من مهام من قبل مدير المشروع

  • Assisting in the preparation and distribution of registration documents and various work forms for the registration stage for beneficiaries
  • Receiving all inquiries, correspondence and problems from the supervisor of registration at the Directorate and submitting them first-hand to the field coordinator of the province without any delay and providing them with responses and work to overcome the difficulties and obstacles during the implementation of the various verification and registration and distribution in the Directorate
  • Receipt and follow-up of daily and final statistics from the supervisor of registration at the Directorate and the results of their work and submitted to the coordinator of the project in accordance with the approved models of the institution
  • Receiving all documents, publications, stationery and supplies from the project coordinator in his / her own governorate and working under his supervision in the field and making sure there is no shortage of them.
  • Preparation and preparation of stores of materials at the site of exchange and distribution.

Main Tasks
  1. Assisting the project accountant to verify the Payment Requests with the supporting documents before the final approval.
  2. Checking of invoices and delivery of equipment's, supplies and services properly before proceeding the payments requests.   
  3. Accurate data entry and ensue that expenses are within the project's budget and period.
  4.    Maintain a filing system and oversee the proper custody of financial documents, vouchers, bank correspondence, etc. Ensure that prior to filing the paid documents are stamped “PAID” Retrieve filed and archived documents when needed for audit or other queries within the set time  frames and assist in preparation of responses to  queries
  5. Prepare cheques/ payment instructions (supported by sufficient authorized documentation), after mandatory signatures and maintain safe custody of the currently used cheque  books.
  6. Invoice staff and third parties for non-official use of NFDHR resources such  as vehicles,  telephones,  flights  and follow  up for payment.
  7. Suggest improvements to existing internal controls in order to safeguard the mission’s financial assets.
  8. Assist the project accountant in reviewing the payment requests from logistics and project management according the project approved budget.
  9. Assist in carrying out analysis on expenditure on any given Project and produce reports as requested.
  10. Carry out any additional tasks given by direct supervisor and project manager
 
Qualifications
Essential
  1. University degree or minimum of  Bachelora and prior experience with monitoring and evaluation is required
  2. At least 1-2 years’ experience working with an NGO, preferably in an emergency or conflict setting, including M&E capacity

  4. نقل البيانات من السجلات المكتوبة والمقابلات والأنساق الورقية عن طريق الكمبيوتر أو المسجلات أو الماسحات الضوئية
  5. التعامل مع البيانات الرقمية بدقة
  6. إنشاء وتنظيم جداول البيانات بأعداد كبيرة
  7. عمل نسخ احتياطية الآمن وفحصها  لضمان حفظ البيانات وتخزينها بشكل صحيح لضمان توافر تقارير في الوقت المناسب وعالية الجودة
  8. جمع واستخراج المعلومات ذات الصلة من قاعدة بيانات المشروع على أساس منتظم ، لضمان توفير المعلومات / البيانات عند الطلب
  9. التحقق من البيانات عن طريق فحص ومقارنة وثائق المصدر بشكل صحيح  وتحديد أي مشاكل مع قواعد البيانات واتخاذ الاجراءات المناسبة بعد مناقشتها مع مدير المشروع.
  10. تنظيم التنسيقات الورقية والنسخ الاحتياطي للورق وملفات مصدر المواد حسب الحاجة
  11. تفسير البيانات وتحليل النتائج باستخدام التقنيات الإحصائية وتقديم التقارير المستمرة
  12. تطوير وتنفيذ قواعد البيانات ونظم جمع البيانات وتحليل البيانات وغيرها من الاستراتيجيات التي تحسين الكفاءة والجودة الإحصائية
  13. الحصول على البيانات من مصادر البيانات الأولية أو الثانوية والحفاظ على قواعد البيانات / نظم البيانات
  14. تحديد وتحليل وتفسير الاتجاهات أو الأنماط في مجموعة البيانات المعقدة
  15. تحليل البيانات من خلال مراجعة التقارير ومؤشرات الأداء لتحديد وحل مشاكل التعليمات البرمجية.

المؤهلات
  1. درجة البكالوريوس في الرياضيات والإحصاء وعلوم الكمبيوتر ، أو ذات الصلة.
  2. على الأقل 1-3 سنوات من الخبرة في محلل البيانات أو الدور ذي الصلة.
  3. القدرة على تحديد المعلومات المفيدة في مجموعات البيانات واقتراح الاستنتاجات التي تدعم صنع القرار.
  4. قدرات تحليلية قوية.

The National Foundation for Development and Humanitarian Response (NFDHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.

NFDHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
 

Monitoring & Evaluation Assistant Job Description

The M&E Assistant supports the M&E team in all monitoring, evaluation and reporting-related activities and requirements of projects. This includes the development of the Project’s M&E framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collections systems (including developing and maintaining a project data base). He/she will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making. The M&E Assistant reports directly to the MEAL Officer. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

  • Support M&E section in coordination process to establish programme level M&E systems
  • Help the team in working on the M&E planning and providing supporting in planning the M&E annual work plan
  • Contribute to the program data collection, entry and management system through documentation and implementation
  • Perform data collection methodology and apply M&E tools in actual data collection, as needed
  • Being familiar with digitalized data collection
  • Support the core competencies in baseline surveys and post-distribution monitoring (PDMs)
  • Support in data management and development of clear information flow between programme and M&E staff, as needed
  • Report monitoring data in a timely manner to the M&E officer
  • Support M&E in capacity building and training of programme staff on M&E and conceptual areas, as needed
  • Come up with new initiatives, should the opportunity arise during the employment period
  • Other activities agreed and discussed with the M&E Officer, Coordinator and Department
  • Any other tasks assigned by the direct supervisor
 
The role of the Monitoring & Evaluation Assistant is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Monitoring & Evaluation Assistant is required to manage all unforeseen issues and circumstances in relation to the M&E program and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
 

Qualifications

Essential
  • At least 1-2 years’ experience working with an NGO, preferably in an emergency or conflict setting, including M&E capacity
  • English and Arabic language proficiency (speaking, reading, writing)
  • Computer skills, including MS Office (Word, Excel)
  • Knowledge of M&E related field-work such as surveys, sampling and data collection methodologies
  • Experience with field level coordination with other stakeholders UN, INGOs, NNGOs and government
  • Commitment to the aims and principles of NFDHR.
  • Arabic language proficiency (speaking, reading, writing)
 
Desirable:
  • English proficiency (speaking, reading, writing)
  • Excellent communication skills: written and oral
  • Flexible and able to work well under pressure
  • Capable of working collaborative with team members to achieve results
  • Relates and works will with people from different cultures, genders, religions and backgrounds
