Pharmacist

 Job Description

The pharmacist will work under the guidance of the Health and Nutrition Program Manager. She/he will be responsible for Management and distribution of medicine to beneficiaries.

Main Tasks

  • Produce daily, weekly and monthly consuming reports.
  • Provide necessary information (dosage, usage, and distribution) about the prescribed drugs to patients/clients.
  • Follow-up the field pharmacists’ performance.
  • Support logistical and financial departments in providing necessary supportive documents in order to facilitate procurement and payments.
  • Prepare and review the drugs & medicines reports.
  • Keep the project’s medicines in the warehouses from any damage or tamper.
  • Visit and supervise the pharmacists and solve their problems that may occur.
  • Print and process all records, reports and prescriptions and deliver them to the targeted facilities.
  • Prepare the payment requests according to the field needs.
  • Perform any other tasks that may be assigned by the supervisor.
 
 
 
 

Qualifications

Essential
  • Diploma in Medical assistant.  
  • Minimum three years professional experience with drug management systems
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English preferred.

Logistic Assistant Job Description

The Logistics Assistant is responsible for ensuring quality in all procurement activities across the organization programmed.  Where appropriate, he/she needs to provide support to field teams through assessment, coaching and accompaniment. 
 
RESPONSIBILITIES:
Procurement:
  • Organize logistics processes, including communications and transport, as well as the related administrative procedures, for the organization operations in line with the organization policies and procedures.
  • Implement and monitor logistics systems, in accordance with the organization policies and procedures.
  •  Establish and maintain good contacts with service providers, vehicle rental service providers, vehicle maintenance garages, suppliers of spare parts, fuel suppliers, government offices, and others with regards to logistical matters.
  • Reports monthly on nutrition food commodities stocks, all vehicle, communications, incident reports, and related logistics activities to the line manager and/or the overview manager.
  • Assist the line manager with logistics advice.
  •  Review and ensure completeness of all requisitions and communicates with programmer team for validation and inclusion.
  • Communicate with budget holders and requesters on approvals and clarifications on their Request Orders.
  • Convert Supply Plans into Procurement Schedules.
  • Consolidate and combines procurement schedules.
  • Prepare Bid Analyses.
  • Communicates with suppliers on clarifications needed.
  • Review all purchase orders, invoices for accuracy and completeness before forwarding for approval by respective budget holders.
  • Ensure that records/files of all purchases are documented with relevant information
  • Ensure that order tracking and purchase database are maintained and communicated on a weekly basis.
  • Maintain suppliers and supplies database which are up to date and appropriate to the organization policies and procedures
  • Maintain supplier performance database.
  • Ensure that purchases are properly received and goods receiving made out and relevant data of each activity is updated.
  • Prepare requests for quotations to potential suppliers and ensure compliance to the organization Procurement Policies.
  • Coordinate purchase order/contract close out procedures when purchase orders/contracts are completed and payment done.
  • Coordinate all reporting and information dissemination and ensure respective staff maintain proper maintain filing system on purchases.
  • Make presentations to the Tender Committee on all major purchases requiring Tendering before award of contract.
  • Endorse all procurement decisions and forward the same for approval to facilitate procurement activities within the organization.
  • Act as the focal point for all purchases to ensure compliance to procurement and related policies.
  • Provide procurement assistance to requesters, organization users, programme team, support team and field offices.
  • Engage in partnership logistics assessments.
  • Participate in the process of supplier qualification.
  • Closely follow-up liaison and clearing officer on the clearing and delivery of imported goods to the respective requester.
  • Provide weekly and monthly purchase report to the line manager and relevant programmer managers.
  • Manage/Supervise the operating of the computerized Purchasing System to ensure security/access to beat internal fraud etc.
  • Address all inquiries related to procurement and ensure that relevant correspondence is processed/filed accordingly.
Transport Management
  • Engage with line manager and procurement team on procurement of vehicle spare parts and fuel based on authorized requisitions, in line with the organization procedures.
  • Prepare and implement supply plan for all vehicles (includes spare parts, fuel, regular servicing, maintenance, insurance, annual road worthiness inspection, etc.)
  • To liaise closely with line manager, as well as field based logistics team, on local procurement of the above mentioned vehicle expenses.
  • To keep clean and accurate records of vehicle history (which includes, but not limited to fuel consumption records, maintenance history, regular servicing schedules and history, oil and lubricants, spare part usage, etc.)
  • Maintain contacts and good relationship with suppliers and local repair/maintenance shops, and to conduct comparisons (price, quality of service etc.) among them, in order to get the best deals.
  • Closely monitors the performance of vehicles across the organization and communicates gaps with line manager, overview manager and field logicians.
  • Refuels vehicles on a weekly and monthly basis.
  • Monitors the proper use of log books by drivers and authorized drivers on a weekly basis, and provides feedback to line manager and drivers.
  • Prepares a cut-off date for each vehicle log book on a monthly basis, and detaches log books for review, compilation of the monthly vehicle report and safe documentation. 
  • Compiles vehicle and generator running costs.
  • Supervises and plans vehicle allocation in order to optimally serve the needs of the country program.
  • Prepares/processes supplier payments, which include but are not limited to taxi payments, rented vehicle payments, spare part procurement payments, insurance payments, vehicle maintenance payments and the like, in a timely, well-organized and effective manner.     
Distribution:
  • Provides support in the dispatching and distribution of items to field offices or in town.
QUALIFICATIONS:
  • A Degree in procurement and purchasing or relevant qualification (Pharmacy specialty will be considered)
  • In-depth experience in procurement and purchasing
  • Experience in storing of food commodities  
  • Good knowledge of purchasing systems
  • Knowledge of Donor funding regulations
  • Good written and spoken English
  • Excellent skills in purchasing techniques within the context of this position

HEALTH Field Assistant Job Description

The HEALTH Field Assistant typically provides general administrative support to HEALTH activities, under the direction of HEALTH Field Officer   in the field. However, the/she oversees the HEALTH activities. In collaboration with HEALTH Filed Officer to develop plans and evaluate progress. He/she helps to prepare project action plan and reports. He/she reports directly to the Project officer.   He/she organizes and maintains project files and databases of HEALTH project. He/she should help in monitoring and evaluating the assigned HEALTH activities in the field. He/she helps the HEALTH Filed Officer and team to provide a technical support meeting quality standards in HEALTH, encourages beneficiary participation, liaise with other stakeholders and manages and trains HEALTH staff.  He/she might assist with monitoring the HEALTH project budget, scheduling meetings and preparing presentations. This position is full-time in the field and office, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Exceptions:
To play a key role in setting up and implementing livelihoods and food security activities related to agriculture and small livestock rearing, working closely with the distribution team.
It is expected to spend up to 75% of his/ her time in the field (mostly in and around the targeted areas), visiting beneficiary households, working area, local authorities etc.
Comply with NFDHR polices and practice with respect to protection mainstreaming, code of conduct, equal opportunities and other relevant policies and procedures.
 
 
 
 
 
MAIN RESPONSIBILITIES:
To undertake specific tasks on identified projects, under the supervision of a HEALTH Field Officer   , including:
  1. Responsible for supervising HEALTH activities implementation in the target communities and geographical areas for the specific target beneficiaries.
  2. Oversee beneficiary identification, registration and verification process to ensure the correct procedures are followed based on guidelines and procedures given by the HEALTH officer and relevant documentation is completed in identified geographical areas.
  3. Ensure basic information on target beneficiaries is collected and recorded and shared with senior supervisors of HEALTH project manager in a timely manner.
  4. With support from HEALTH Filed Officer and Project program Manager, he/she responsible for implementing the appropriate action plan for distributing HEALTH inputs to target beneficiaries.
  5. Maintain clear and up to date records of livelihood program beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) including the regular visits to target beneficiaries with other field team members in collaboration with local authorities.
  6. Identify potential problems in the HEALTH project implementation in the field and discuss suggested solution with local authorities and/or report to project Manager in a timely manner and appropriate action taken with support from HEALTH Officer.
  7. Immediately report any challenges or implementation delays the activities to the HEALTH HEALTH Filed Officer 
  8. Improve learning and provide guidance in related to HEALTH activities for community volunteers and work as a mentor and modified the community participation
  9. Prepare Map for target area and identify distribution points using appropriate tools and modalities in collaboration with suppliers and local authorities, and target beneficiaries
  10.  Contribute to the monitoring and evaluation of HEALTH activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires and/or PRA tools.
  11. Act as a liaison between   communities and the NFDHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the HEALTH HEALTH Filed Officer 
  12. Contribute to the   identification of suppliers for voucher programs and agricultural inputs, through fair and transparent processes
  13. Participate in the   distribution of beneficiary and trader ID cards, vouchers, and in-kind items to target beneficiaries.   
  14. Work under the direct supervision of the Livelihoods and Food Security officer.
  15. Immediately report any challenges or implementation delays to the Livelihoods and Food Security Project Manager.
  16. Help the MEAL specialist/team to monitoring and evaluating the assigned HEALTH activities in the field
  17. Work collaboratively with the project manager and team to maximize efficiencies and effectiveness
  18. Organize and monitor schedules for the HEALTH project activities and team duties and see that deadlines are met
  19. Help in monitoring HEALTH project budget and help ensure resources are used efficiently
  20. Collecting data, sorting, filing and sending out project files such as reports on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly) to the HEALTH Project officer.
  21. Coordinate travel needs, schedules and meetings in the field
  22. Coordinate with the relevant local authorities and communities in the target area to conduct the identification, registration, and verifications of HEALTH beneficiaries
  23. Coordinate with the relevant local authorities, suppliers and target beneficiaries to conduct agricultural inputs distribution and livelihood activities efficiently in the target area.
  24. Help to prepare HEALTH project reports and data in coordination with  HEALTH Project  Officer , the M&E Officer for  Project  Manager.
 

Requirements and Qualifications

  1. University degree in Agriculture, veterinary, livestock production, plant production, Food Security and Livelihoods specialization, or a related subject,
  2. One to two years of experience in a similar field.
  3. Good in written and spoken English and Arabic.
  4. Technical background in livelihoods and food security
  5. Good knowledge of the General Context of Yemen and in particular food security issues.
  6. Good analytical and planning skills with ability to interpret the situation.
  7. Excellent communication and negotiating skills.
  8. Good computer skills.
  9. Team work skills.
  10. Resilience and the ability to work under pressure, organizing prioritization and multi-tasking skills.

Health Officer Job Description

The Health Officer will be responsible for effective coordination with the health office regarding health programs. In collaboration with the Health Program Manager, she/he will be responsible for identifying, designing, implementing, monitoring and reporting on the health programs and projects and handling administrative tasks that are assigned to him/her in a given location. Moreover, the post holder will also be responsible for targeting severely and moderately acutely malnourished children under five years old (U5) and pregnant and lactating women (PLW). She/he will be involved in training, supervising and assisting the health and nutrition field staff to ensure the best possible services is delivered to U5 and PLWs. She/he will work in constant collaboration with the District and Governorate Ministry of Public Health Staff, the district health officer, other local authorities and community members, and the Yemeni Health  Cluster in order to share health issues and improve/promote the health  of the most vulnerable and conflict-affected groups in the targeted communities. The health Officer reports directly to the Health Program Manager. This position is full-time, based on a 40hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

Technical Support and Management:
  • Work closely with the Health Program Manager to achieve program objectives and targets effectively and efficiently
  • Assist the Health Program Manager prepare the project team’s weekly and monthly work plans.
  • Responsible for the implementation of the projects' activities.
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Area Manager and Health Program Manager.
  • Collect and compile project data regularly to submit to the Health Program Manager, including case studies, success stories and photographs of facilities.
  • Improve the quality of primary health care (PHC) services delivered at supported facilities through priority setting, on-job training, and continuous monitoring.
  • Train health staff and CHWs on the implementation of treatment of primary health care.
  • Ensure the community based activities such as EPI, nutrition screening, health education and defaulter tracing are done properly.
  • Ensure program objectives are achieved by using program indicators and/or activity tracking tables.
  • Ensure good quality of data through proper data entry, cleaning and revision in order to use the data to guide further action regarding the program.
  • Build the capacity of staffs through proper coaching and training.
  • Perform any other tasks that may be assigned by the supervisor.
 
 
Coordination and Representation:
  • In coordination with the Health Program Manager, ensure that the local authorities and particularly the District Health Officer are involved in the planning, implementation and monitoring of quality nutrition projects
  • Liaise with key partners such as the District Health Departments, local leaders, NGO partners and other stakeholders to avoid project overlap and ensure stable links between the various nutrition programs and other sectors
  • Ensure the health  Program complies with MoPHP guidelines
  • Ensure integration of nutrition in primary health care activities, particularly nutrition education, EPI and other child health and nutrition services
 
Administrative Duties
  • Participate in the follow-up of supplies and orders: keep an eye on stock levels, making sure there are enough supplies for the function of the supported facilities and projects (weekly, monthly, quarterly) to ensure smooth, high-quality program implementation
  • Keep and provide regular updates on inventory of medical and non-medical items supported by the project (information / data collected through monitoring visits)
  • Provide monthly written reports on activities to Health & Nutrition Program Coordinator
  • Provide input for donor requirements around data collection and reporting for both health and nutrition grants.
  • Prepare weekly, monthly and annual work plans for grants
  • Under the Health Program Manager, take up responsibilities such as overall program management, work planning, attendance at governorate meetings, etc.
 
The role of the Health Officer is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Health Officer is required to manage all unforeseen issues and circumstances in relation to the Health program and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
 
 
 

Qualifications

Essential
  • Should be a qualified Medical Doctor or Nutritionist with a diploma in preventive and curative medicines, or have a Masters in Public Health
  • At least 1-2 years’ experience working in CMAM programs, primary health care or integrated community cases management programs
  • Should be capable of working independently, with little supervision and be self-motivated
  • English and Arabic language proficiency (speaking, reading, writing)
  • Computer skills, including MS Office (Word, Excel)
  • Ability to work in remote areas
  • Commitment to the aims and principles of NFDHR.
  • Experience with field level coordination with other stakeholders UN, INGOs, NNGOs and government

Food Security and Livelihood (FSL) Program is one of the NFDHR humanitarian program, has significantly expanded its targeted areas in 2018 and increase number of Yemeni beneficiaries. FSL Program is going to run agricultural projects funded by different donors that targeting areas. Therefore, FSL supposes to require more staff who run those projects.
 

Agricultural/livestock Field Assistant Job Description

The Agricultural/livestock Field Assistant typically provides general technical implementation to FSL project activities, under the direction of Project Manager. In collaboration with Project Manager to develop project plans and evaluate progress. He/she assist to prepare project action plan and reports. He/she organizes and maintains project files and databases of FSL project. He/she should help in monitoring and evaluating the assigned FSL project activities in the field. He/she helps the Project Manager and other team to provide a technical support meeting quality standards of FSL, encourages beneficiary participation, liaise with other stakeholders and manages and trains target beneficiaries.  
 
This position is full-time in the field, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Exceptions:
To play a major role in setting up and implementing FSL project activities related to agriculture and/or livestock, working closely with the other field team.
 
It is expected to spend up to 75% of his/ her time in the field (mostly in and around the targeted areas), visiting beneficiary households, working area, local authorities etc.  Comply with NFDHR polices and practice with respect to protection mainstreaming, code of conduct, equal opportunities and other relevant policies and procedures.
 
MAIN RESPONSIBILITIES:
To undertake specific tasks on identified projects, under the supervision of a Project Manager, including:
  1. Responsible for implementing the FSL activities implementation in the geographical areas and target communities for the specific target beneficiaries.
  2. Conduct the field technical assessments/studies, beneficiary identification, registration and verification processes to ensure the correct procedures are followed based on guidelines and procedures given by the FSL Project Manager and relevant documentation is completed in identified geographical areas.
  3. With support from FSL Project Manager, he/she responsible for implementing the appropriate action plan for distributing FSL inputs to target beneficiaries.
  4. Maintain clear and up to date records of FSL project beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) including the regular visits to target beneficiaries with other field team members in collaboration with local authorities.
  5. Identify potential problems in the FSL project implementation in the field and discuss suggested solution with local authorities and/or report to Project Manager in a timely manner and appropriate action taken with support from Project Manager.
  6. Immediately report any challenges or implementation delays the activities to the FSL Project Manager. 
  7. Improve learning and provide guidance in related to project activities for community volunteers and work as a mentor and modified the community participation
  8. Prepare map for target area and identify warehouse and distribution points using appropriate tools and modalities in collaboration with donor and suppliers and local authorities, and target beneficiaries
  9.  Contribute to the monitoring and evaluation of FSL activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires and/or PRA tools.
  10. Act as a liaison between communities and the NFDHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the Project Manager 
  11. Participate in training the target beneficiaries with help of trainers and facilitators. 
  12. Participate in the distribution of trader ID cards, vouchers, and in-kind items to target beneficiaries.   
  13. Immediately report any challenges or implementation delays to the Project Manager.
  14. Help to prepare project reports and data in coordination with FSL Program Manager and the M&E Assistant to the FSL Program Manager.
 

Requirements and Qualifications

  1. University degree/diploma in agriculture; horticultural, agronomy, plant production, livestock production, veterinary or a related subject,
  2. Two to three years of experience in a similar field.
  3. Good in written and spoken English and Arabic.
  4. Technical background in Agricultural and/or livestock
  5. Good knowledge of the agricultural and food security context of Yemen.
  6. Good analytical skills with ability to interpret the situation.

He/she reports directly to the Project officer.   He/she organizes and maintains project files and databases of FSL project. He/she should help in monitoring and evaluating the assigned FSL activities in the field. He/she helps the Project Manager and team to provide a technical support meeting quality standards in FSL, encourages beneficiary participation, liaise with other stakeholders and manages and trains FSL staff.  He/she might assist with monitoring the FSL project budget, scheduling meetings and preparing presentations. This position is full-time in the field and office, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Exceptions:
To play a key role in setting up and implementing FSL activities related to agriculture and small livestock rearing, working closely with the distribution team.
It is expected to spend up to 75% of his/her time in the Office and 25% of his/ her time in the field (mostly in and around the targeted areas), visiting beneficiary households, working area, local authorities etc.

Project Accountant Job Description

The Project Accountant will take charge of Food Security and Agriculture Project’s financial by administering accounting operations to meet legal requirements of donor and NFDHR. The project is implemented by NFDHR in Al Hoadeida governorate. He/she will prepare audits, invoices and budgets, as well as manage accounting activities, including bank reconciliations, accounts payable and accounts receivable into WINPACCS Cashbook. Ultimately, he/she will be responsible for the day-to-day management of project’s financial transactions and procedures. The Project Accountant will report directly to the donor, Finance Manager and FSL Program. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks:

  1. Daily Monitoring of project funds
  2. Handle and manage project petty cash
  3. Ensure that an adequate amount of money is always available by withdrawing cash from bank in a regulars basis
  4. Ensure all expenses, payments, receipts, bank reconciliations and any other required financial data are entered correctly and properly and in a timely fashion into WINPACCS Cashbook and archived orderly in box files
  5. Assist in preparing Monthly, quarterly and annual financial reports as requested by the budget holder/ or Financial Manager and other eligible instances in the project and NFDHR.
  6. Perform regular bank reconciliations.
 
Technical Support and Management:
  • Maintain complete books of accounts, as per NFDHR Finance Manual and donor Manual.
  • Check all payment claims to ensure compliance with: NFDHR policies and procedures, valid scheme of delegation, NFDHR donor compliance requirements, in-country laws and any other official regulatory authority.
  • Ensure that all payments are properly coded to record against active awards and to complete authorization of respective budget holders as per NFDHR Scheme of Delegation.
  • Ensure that all program implementation activities that require direct or indirect disbursement of hard cash to suppliers, contractors, and beneficiaries are safe-guarded by segregation of duty.
  • Ensure appropriate segregation of duties for each and every financial management task
  • Maintain assets and liabilities monthly schedules and reconciliations with Financial Management system (FMS).
  • Ensure that daily financial matters are handled in a systematic, accurate and transparent manner.
  • Signal Finance Manager of any financial risks / fraud activities.
  • Ensure that positions reporting to you fully comply with NFDHR policies and procedures and arrange trainings around financial management.

Coordination and Representation:
  • Assist FC to strengthen internal controls and the environment around it.
  • Ensure preparation of project employees’ monthly salary cost allocations in close coordination with Human Resource (HR).
  • Assist FC in tracing all account balance sheets on a monthly basis and at the end of each award.
  • Monitor cash and bank flows on a daily-basis and maintain close coordination with financial institutions to ensure smooth transactions, while safeguarding NFDHR’s cash from assessed / known risks.
  • If, for unforeseen reasons, institutional banking system services are not available, arrange an alternative arrangement with consent from a respective Field Manager or Finance Director.
  • Assist the Field and Country Office Finance teams during internal/ external audits, donor specific audits, and authorized third-party reviews of financial records.
  • Closely work with Field Office Awards Coordinator to fully understand financial and compliance aspects of donor funded portfolios and use Award Management System (AMS) to understand donor financial compliance requirements.
  • Maintain working relationship with NFDHR partners and support Field and Country Offices to ensure smooth financial implementation of projects through partners.
 
Administrative Duties
  • Actively participate in Budgetary review meetings.
  • Submit all Internal and external financial reports in a timely manner.
  • Prepare/review Bank and cash GLACOS, and financial data entry on a daily-basis.
  • Follow-up prepayments (like rent, Internet service, etc.) and manage schedule on FMS monthly.

MEAL Officer Job Description

Under the supervision of the MEAL Advisor, the MEAL Officer will make sure to maintain an effective monitoring, evaluation, accountability and learning system of NFDHR projects. Main Tasks

Technical Support and Management:
  • Work with and support NFDHR’s Senior Staff, the Directors of Relief and Development Programs, and the Program Managers in preparing program MEAL plans, indicators and mechanisms for M&E in line with strategic program plans and budgets.
  • Support the development of the logical framework for projects, including MEAL support during proposal development to ensure adequate MEAL budget forecasts for field and office activities.
  • Support planning, implementation and follow-up of evaluations by: writing terms of references, preparing project summaries, participating in the selection of external consultants for evaluating NFDHR projects, and technically and financially coordinating with consultant in relation to field assessments.
  • Track outputs and expected results of ongoing projects and the extent of completion of various activities and present findings to NFDHR leadership, the Directors of Relief Programs and Development Programs, and Program Managers at monthly meetings allocated for this purpose.
  • Ensure the achievement of results and outputs necessary for development and humanitarian response according to the needs of local communities.

Logistics Officer Job Description

The Logistic Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to NFDHR’s 7 core programs. She/he is also in charge of building the capacity of local logistics support team members. The Logistics Officer reports directly to the Operations Manager  Health and Nutrition Program Manager. Main Tasks

Technical Support and Management:
  • Prepare procurement procedures in accordance with the rules, regulations and manuals adopted in coordination with the programs concerned with NFDHR.
  • Prepare various procedures around project implementation within NFDHR’s Procurement Policies, including direct or urgent purchases
  • Prepare Technical Request for Proposals (RFPs) and Tender documents in coordination with the Program Managers.
  • Record purchases within NFDHR’s procurement documents in order to prove materials purchased are classified and entered in the financial system
 
 
  • Follow-up and monitor purchased materials to ensure proper procurement and distribution to warehouses in accordance with invoices and purchase contracts
  • Document, control and execute receipt of invoices received from suppliers.
  • Match supplier invoices with warehouse’s purchase orders and receipt of supplies, issued by administration, and indicate supply’s safety.

WASH Consultant Job Description

The WASH Consultant will be responsible for effective coordination of NFDHR’s WASH projects and activities, funded by Unicef. He/she assesses water supply systems & security, sanitation systems, WASH needs in health facilities, helps design the project and write the proposal, and effectively manages and reports on the project activities and implementation in line with the objectives, timeframe and budget. The WASH Consultant also provides technical support, leadership and strategic direction; meets quality standards in WASH service delivery, encourages beneficiary participation, liaises with other stakeholders and manages and trains project staff. The Project Manager reports directly to the WASH Program Manager. Main Tasks

 
WASH Supervision:
  • Supervise the implementation of WASH activities with respect to the Water, sanitation, and Hygiene activities.

MAIN RESPONSIBILITIES:
  1. Update databases or records with new information as it becomes available
  2. Enter data into appropriate fields; databases, records, and files
  3. Transfer data from written records, interviews, and paper formats via computer, recorders, or scanners
  4. Handle numerical data accurately
  5. Create and organizing spreadsheets with large numbers
  6. Comply with security backups and regular checks to ensure data is saved and stored properly
  7. Summarizing and compiling data for standardized reports
  8. Verifying data by correctly checking and comparing source documentation
  9. Organizing paper formats, paper backups, and material source files as needed
  10. Interpret data, analyze results using statistical techniques and provide ongoing reports
  11. Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
  12. Acquire data from primary or secondary data sources and maintain databases/data systems
  13. Identify, analyze, and interpret trends or patterns in complex data set
  14. Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.

Requirements and Qualifications

  1. Bachelor’s degree in mathematics, statistics, computer science, or related field.
  2. At least 1-3 years of experience in a data analyst or relevant role.
  3. Ability to identify useful information in data sets and suggest conclusions that support decision making.
  4. Strong analytical capabilities.
  5. Understanding of data gathering, inspecting, cleansing, transforming, and modelling/diagramming techniques.
  6. Communication skills with the ability to distil complex subjects to a wider audience.
  7. Keen attention to detail.
  8. Knowledge of statistics and experience using statistical packages for analysing datasets (Excel, SPSS, SAS etc).

FSL Field Assistant Job Description

The FSL Field Assistant typically provides general administrative support to FSL activities, under the direction of FSL Field Officer in the field. However, the/she oversees the FSL activities. In collaboration with FSL Filed Officer to develop plans and evaluate progress. He/she helps to prepare project action plan and reports. He/she reports directly to the Project officer.   He/she organizes and maintains project files and databases of FSL project. He/she should help in monitoring and evaluating the assigned FSL activities in the field. He/she helps the FSL Filed Officer and team to provide a technical support meeting quality standards in FSL, encourages beneficiary participation, liaise with other stakeholders and manages and trains FSL staff.  He/she might assist with monitoring the FSL project budget, scheduling meetings and preparing presentations. This position is full-time in the field and office, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Exceptions:
To play a key role in setting up and implementing FSL activities related to agriculture and small livestock rearing, working closely with the distribution team.
It is expected to spend up to 75% of his/ her time in the field (mostly in and around the targeted areas), visiting beneficiary households, working area, local authorities etc.
Comply with NFDHR polices and practice with respect to protection mainstreaming, code of conduct, equal opportunities and other relevant policies and procedures.
 
 
 
 
 
MAIN RESPONSIBILITIES:
To undertake specific tasks on identified projects, under the supervision of a FSL Program Manager, including:
  1. Responsible for supervising FSL activities implementation in the target communities and geographical areas for the specific target beneficiaries.
  2. Oversee beneficiary identification, registration and verification process to ensure the correct procedures are followed based on guidelines and procedures given by the FSL Program Manager and relevant documentation is completed in identified geographical areas.
  3. Ensure basic information on target beneficiaries is collected and recorded and shared with senior supervisors of FSL Program Manager in a timely manner.
  4. With support from Project program Manager and FSL Filed Officer, he/she responsible for implementing the appropriate action plan for distributing FSL inputs to target beneficiaries.
  5. Maintain clear and up to date records of livelihood program beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) including the regular visits to target beneficiaries with other field team members in collaboration with local authorities.
  6. Identify potential problems in the FSL project implementation in the field and discuss suggested solution with local authorities and/or report to FSL Field Officer in a timely manner and appropriate action taken with support from FSL Field Officer.
  7. Immediately report any challenges or implementation delays the activities to the FSL Filed Officer 
  8. Improve learning and provide guidance in related to FSL activities for community volunteers and work as a mentor and modified the community participation
  9. Prepare Map for target area and identify distribution points using appropriate tools and modalities in collaboration with suppliers and local authorities, and target beneficiaries
  10.  Contribute to the monitoring and evaluation of FSL activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires and/or PRA tools.
  11. Act as a liaison between communities and the NFDHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the FSL Filed Officer 
  12. Contribute to the identification of suppliers for voucher programs and agricultural inputs, through fair and transparent processes
  13. Participate in the   distribution of beneficiary and trader ID cards, vouchers, and in-kind items to target beneficiaries.   
  14. Immediately report any challenges or implementation delays to the FSL Field Officer.
  15. Help the MEAL specialist/team to monitoring and evaluating the assigned FSL activities in the field
  16. Work collaboratively with the project manager and team to maximize efficiencies and effectiveness
  17. Organize and monitor schedules for the FSL project activities and team duties and see that deadlines are met
  18. Help in monitoring FSL project budget and help ensure resources are used efficiently
  19. Collecting data, sorting, filing and sending out project files such as reports on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly) to the FSL Field officer.
  20. Coordinate travel needs, schedules and meetings in the field
  21. Coordinate with the relevant local authorities and communities in the target area to conduct the identification, registration, and verifications of FSL beneficiaries.
  22. Coordinate with the relevant local authorities, suppliers and target beneficiaries to conduct agricultural inputs distribution and livelihood activities efficiently in the target area.
  23. Help to prepare FSL project reports and data in coordination with FSL Field Officer and the M&E Officer to the FSL Program Manager.
 

Requirements and Qualifications

  1. University degree in Agriculture, veterinary, livestock production, plant production, Food Security and Livelihoods specialization, or a related subject,
  2. One to two years of experience in a similar field.
  3. Good in written and spoken English and Arabic.
  4. Technical background in livelihoods and food security
  5. Good knowledge of the General Context of Yemen and in particular food security issues.

Logistics Officer Job Description

The Logistic Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to NFDHR’s 7 core programs. She/he is also in charge of building the capacity of local logistics support team members. The Logistics Officer reports directly to the Operations Manager  Health and Nutrition Program Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

Technical Support and Management:
  • Prepare procurement procedures in accordance with the rules, regulations and manuals adopted in coordination with the programs concerned with NFDHR.
  • Prepare various procedures around project implementation within NFDHR’s Procurement Policies, including direct or urgent purchases
  • Prepare Technical Request for Proposals (RFPs) and Tender documents in coordination with the Program Managers.
  • Record purchases within NFDHR’s procurement documents in order to prove materials purchased are classified and entered in the financial system
  • Follow-up and monitor purchased materials to ensure proper procurement and distribution to warehouses in accordance with invoices and purchase contracts
  • Document, control and execute receipt of invoices received from suppliers.
  • Match supplier invoices with warehouse’s purchase orders and receipt of supplies, issued by administration, and indicate supply’s safety.
  • Match the total balance of the inventory control record with the balance in the system.
  • Keep inventory of suppliers' debts whose period has expired with periodic reports.
  • Create a file for each resource needed/ordered, containing all correspondence and agreements between NFDHR and the supplier. Make sure all files are consistently labelled, indexed and organized to facilitate accessing and referencing it.
 
Coordination and Representation:
  • Assist the Operations Manager in preparing the procurement plan of NFDHR and its related projects.
  • Participate in the Inventory Committee periodically, and, at the end of the year, in coordination with the Warehouse Manager, match the inventory results with inventory control records and search for discrepancies (if any) and report them.
  • Coordinate with the Warehouse Manager to identify stock gaps and ordering needs to ensure supplies are fully stocked for corresponding projects.
 
Administrative Duties
  • Review the invoices received from suppliers and match them with suppliers' contracts, identify any discrepancies, if any, and follow them up.
  • Follow-up late invoices with suppliers.
  • Report on non-moving, slow-moving, obsolete and stagnant items.
  • Other duties as assigned.

Finance Officer Job Description

The Finance Officer will take charge of NFDHR’s financial health by administering accounting operations to meet legal requirements. He/she will prepare audits, invoices and budgets, as well as manage accounting activities, including bank reconciliations, accounts payable and accounts receivable. Ultimately, he/she will be responsible for the day-to-day management of NFDHR’s financial transactions and procedures. The Finance Officer will report directly to the Finance Manager and Health and Nutrition Program Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

Technical Support and Management:
  • Maintain complete books of accounts, as per NFDHR Finance Manual.
  • Check all payment claims to ensure compliance with: NFDHR policies and procedures, valid scheme of delegation, NFDHR donor compliance requirements, in-country laws and any other official regulatory authority.
  • Ensure that all payments are properly coded to record against active awards and to complete authorization of respective budget holders as per NFDHR Scheme of Delegation.
  • Ensure that all program implementation activities that require direct or indirect disbursement of hard cash to suppliers, contractors, and beneficiaries are safe-guarded by segregation of duty.
  • Ensure appropriate segregation of duties for each and every financial management task
  • Maintain assets and liabilities monthly schedules and reconciliations with Financial Management system (FMS).
  • Ensure that daily financial matters are handled in a systematic, accurate and transparent manner.
  • Signal Finance Manager of any financial risks / fraud activities.
  • Ensure that positions reporting to you fully comply with NFDHR policies and procedures and arrange trainings around financial management.
  • Oversee the professional direction / delegation / supervision / accountability of reporting staff as per their job descriptions or any official documentation.
 
Coordination and Representation:
  • Assist FC to strengthen internal controls and the environment around it.
  • Ensure preparation of employees’ monthly salary cost allocations in close coordination with Human Resource (HR).
  • Assist FC in tracing all account balance sheets on a monthly basis and at the end of each award.
  • Monitor cash and bank flows on a daily-basis and maintain close coordination with financial institutions to ensure smooth transactions, while safeguarding NFDHR’s cash from assessed / known risks.
  • If, for unforeseen reasons, institutional banking system services are not available, arrange an alternative arrangement with consent from a respective Field Manager or Finance Director.
  • Assist the Field and Country Office Finance teams during internal/ external audits, donor specific audits, and authorized third-party reviews of financial records.
  • Closely work with Field Office Awards Coordinator to fully understand financial and compliance aspects of donor funded portfolios and use Award Management System (AMS) to understand donor financial compliance requirements.
  • Maintain working relationship with NFDHR partners and support Field and Country Offices to ensure smooth financial implementation of projects through partners.
 
Administrative Duties
  • Actively participate in Budgetary review meetings.
  • Submit all Internal and external financial reports in a timely manner.
  • Prepare/review Bank and cash GLACOS, and financial data entry on a daily-basis.
  • Follow-up prepayments (like rent, Internet service, etc.) and manage schedule on FMS monthly.
  • Ensure that monthly bank reconciliations for all accounts are prepared on a regularly basis.
  • Review official e-mails on a daily-basis, respond to queries from suppliers and colleagues in a timely and appropriate manner, and ensure any problematic issues are raised with the line manager at the earliest opportunity.

MEAL Officer Job Description

Under the supervision of the MEAL Advisor, the MEAL Officer will make sure to maintain an effective monitoring, evaluation, accountability and learning system of NFDHR projects. The tasks will include routine monitoring of activities, providing monitoring reports, conducting field visits to ensure compliance with established standard and requirements. The MEAL Officer reports directly to FSL Program  Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

Technical Support and Management:
  • Work with and support NFDHR’s Senior Staff, the Directors of Relief and Development Programs, and the Program Managers in preparing program MEAL plans, indicators and mechanisms for M&E in line with strategic program plans and budgets.
  • Support the development of the logical framework for projects, including MEAL support during proposal development to ensure adequate MEAL budget forecasts for field and office activities.
  • Support planning, implementation and follow-up of evaluations by: writing terms of references, preparing project summaries, participating in the selection of external consultants for evaluating NFDHR projects, and technically and financially coordinating with consultant in relation to field assessments.
  • Track outputs and expected results of ongoing projects and the extent of completion of various activities and present findings to NFDHR leadership, the Directors of Relief Programs and Development Programs, and Program Managers at monthly meetings allocated for this purpose.
  • Ensure the achievement of results and outputs necessary for development and humanitarian response according to the needs of local communities.
  • Develop and design information management systems resulting from monitoring, evaluation, accountability and learning activities, such as progress reports, databases and complaint mechanisms.
  • Report to NFDHR’s Senior Management in a timely manner on the progress and completion of project/program implementation, including obstacles faced and technical, administrative and financial solutions proposed.
  • Supervise MEAL staff as well as advocacy, communication and media officials for relief and development programs.
  • Monitor and assist Program Managers in preparing long-term plans for the projects they manage, specifying a timeline for issuing reports to donors
  • Follow-up and supervise staff preparing news reports and stories published on NFDHR’s website
  • Introduce low cost techniques to improve project performance in the organization and facilitate mechanisms for updates of reports.

Coordination and Representation:
  • Work on developing and reviewing program strategies in partnership with the concerned authorities and affected populations in project governorates and districts
  • Coordinate with NFDHR’s directors of relief and development programs and other concerned departments while planning new projects within the framework of the programs to develop the necessary indicators according to the MEAL policy
  • Coordinate needs assessments with governorate and local authorities and provide support to field staff to document evaluation findings, including an analysis of beneficiary needs.
  • In coordination with the Director of Development Programs, the Director of Relief Programs and the Coordinator of the Peace building and Governance Program, assess the institutional capacities of local organizations before signing any partner sub-agreements to carry out field activities and services with NFDHR and make recommendations to senior management.
  • Upon acceptance of grants, immediately coordinate with program managers and other the relevant departments to prepare executive plans for procurement, follow up and evaluation.
  • Continuously coordinate with the directors of relief and development programs, program managers, and department managers to ensure the number, review and delivery of periodic, mid-term, and annual reports are submitted for review and approval to senior staff, donors and other stakeholders in a timely-manner.
 
The role of the MEAL Officer is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. Food Security & Livelihoods Program Manager Job Description

The FSL Program Manager will be responsible for effective coordination of all FSL projects. She/he will be responsible for identifying, designing, implementing, monitoring and reporting on FSL programs and handling administrative tasks associated with FSL programs. Moreover, the post holder will also be responsible for targeting those most in need of food and livelihood options. She/he will be involved in training, supervising and assisting the FSL field staff to ensure the best possible FSL services are delivered to the most vulnerable populations. She/he will work in constant collaboration with the District and Governorate local authorities, community members, and the Yemeni Food Security Cluster in order to share FSL issues and improve/promote the sanitation and hygiene of the most vulnerable and conflict-affected groups in the targeted communities. The FSL Program Manager reports directly to the Programs Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 
 
 
 
 
 

Main Tasks

Technical Support and Management:
  • Supervise the implementation of FSL activities at field level (i.e. Distribute food baskets, provide cash transfers or cash for work, distribute food stuffs for animals and farming tools, conducting awareness campaigns, etc.)
  • Ensure safe, effective delivery of FSL services to target population.
  • Help to draft, review and conduct FSL assessment and surveys to ensure FSL needs are being identified and addressed accurately.
  • Participate in developing strategic and operational FSL plans for assigned operational areas.
  • With support from project coordinator and assistant, ensure proper management of FSL supplies
  • Ensure mechanisms for reporting within respective FSL areas are in place and adhered to.

  • Conduct field visits to all FSL program intervention sites to report back to and provide recommendations to senior managers for future action.
  • Facilitate in-services trainings for FSL staff and maintain a record of all trainings conducted.
 
Coordination and Representation:
  • In coordination with field staff and Yemeni FS Cluster, ensure that the local authorities are involved in the planning, implementation and monitoring of quality FSL projects
  • Liaise with key partners such as local leaders, NGO partners and other stakeholders to avoid project overlap and ensure stable links between the various FSL programs along with other sectors
  • Ensure the FSL Programs comply with FS Cluster and guidelines
  • Attend FSL coordination meetings.
 
Administrative Duties
  • Prepare and submits monthly reports and other relevant reports to senior managers.
  • With support from project assistants, prepare procurement plans for FSL items and process them after getting the approval from senior managers.
  • Ensure that reviews for management are conducted at least once a month and findings from review sessions are incorporated in decision making and planning.
  • In coordination with senior managers, ensure that all staff members under your scope of responsibility have an updated and approved job description.
  • Ensure orientation for FSL programs is in place for all new staff.

Field Health Coordinator reports to Programme Manager . HeShe is responsible to carry out field work in order to mobilize communities, monitor activities and provide support to project management and other team members for the effective and efficient implementation of the project’s activities. Health Officer Job Description

The Health Officer will be responsible for effective coordination with the health office regarding health programs. In collaboration with the Health Program Manager, she/he will be responsible for identifying, designing, implementing, monitoring and reporting on the health programs and projects and handling administrative tasks that are assigned to him/her in a given location. Moreover, the post holder will also be responsible for targeting severely and moderately acutely malnourished children under five years old (U5) and pregnant and lactating women (PLW). She/he will work in constant collaboration with the District and Governorate Ministry of Public Health Staff, the district health officer, other local authorities and community members, and the Yemeni Health  Cluster in order to share health issues and improve/promote the health  of the most vulnerable and conflict-affected groups in the targeted communities. The health Officer reports directly to the Health Program Manager. Main Tasks

Technical Support and Management:
  • Work closely with the Health Program Manager to achieve program objectives and targets effectively and efficiently

Logistics Officer Job Description

The Logistic Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to NFDHR’s 7 core programs. She/he is also in charge of building the capacity of local logistics support team members. The Logistics Officer reports directly to the Sa’ada Hub’s Manager. Main Tasks

Technical Support and Management:
  • Prepare procurement procedures in accordance with the rules, regulations and manuals adopted in coordination with the programs concerned with NFDHR.
  • Prepare various procedures around project implementation within NFDHR’s Procurement Policies, including direct or urgent purchases
  • Prepare Technical Request for Proposals (RFPs) and Tender documents in coordination with the Program Managers.
  • Record purchases within NFDHR’s procurement documents in order to prove materials purchased are classified and entered in the financial system
  • Follow-up and monitor purchased materials to ensure proper procurement and distribution to warehouses in accordance with invoices and purchase contracts
  • Document, control and execute receipt of invoices received from suppliers.
  • Match supplier invoices with warehouse’s purchase orders and receipt of supplies, issued by administration, and indicate supply’s safety.
  • Match the total balance of the inventory control record with the balance in the system.
  • Keep inventory of suppliers' debts whose period has expired with periodic reports.
  • Create a file for each resource needed/ordered, containing all correspondence and agreements between NFDHR and the supplier. Make sure all files are consistently labelled, indexed and organized to facilitate accessing and referencing it.
 
Coordination and Representation:
  • Assist the Operations Manager in preparing the procurement plan of NFDHR and its related projects.
  • Participate in the Inventory Committee periodically, and, at the end of the year, in coordination with the Warehouse Manager, match the inventory results with inventory control records and search for discrepancies (if any) and report them.
  • Coordinate with the Warehouse Manager to identify stock gaps and ordering needs to ensure supplies are fully stocked for corresponding projects.

  • Review the invoices received from suppliers and match them with suppliers' contracts, identify any discrepancies, if any, and follow them up.

MEAL Officer Job Description

Under the supervision of the MEAL Advisor, the MEAL Officer will make sure to maintain an effective monitoring, evaluation, accountability and learning system of NFDHR projects. The tasks will include routine monitoring of activities, providing monitoring reports, conducting field visits to ensure compliance with established standard and requirements. The MEAL Officer reports directly to FSL Program  Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 

Main Tasks

Technical Support and Management:
  • Work with and support NFDHR’s Senior Staff, the Directors of Relief and Development Programs, and the Program Managers in preparing program MEAL plans, indicators and mechanisms for M&E in line with strategic program plans and budgets.
  • Support the development of the logical framework for projects, including MEAL support during proposal development to ensure adequate MEAL budget forecasts for field and office activities.
  • Support planning, implementation and follow-up of evaluations by: writing terms of references, preparing project summaries, participating in the selection of external consultants for evaluating NFDHR projects, and technically and financially coordinating with consultant in relation to field assessments.
  • Track outputs and expected results of ongoing projects and the extent of completion of various activities and present findings to NFDHR leadership, the Directors of Relief Programs and Development Programs, and Program Managers at monthly meetings allocated for this purpose.
  • Ensure the achievement of results and outputs necessary for development and humanitarian response according to the needs of local communities.
  • Develop and design information management systems resulting from monitoring, evaluation, accountability and learning activities, such as progress reports, databases and complaint mechanisms.
  • Report to NFDHR’s Senior Management in a timely manner on the progress and completion of project/program implementation, including obstacles faced and technical, administrative and financial solutions proposed.
  • Supervise MEAL staff as well as advocacy, communication and media officials for relief and development programs.
  • Monitor and assist Program Managers in preparing long-term plans for the projects they manage, specifying a timeline for issuing reports to donors
  • Follow-up and supervise staff preparing news reports and stories published on NFDHR’s website
  • Introduce low cost techniques to improve project performance in the organization and facilitate mechanisms for updates of reports.
  • Provide MEAL support during audits
 
Coordination and Representation:
  • Work on developing and reviewing program strategies in partnership with the concerned authorities and affected populations in project governorates and districts
  • Coordinate with NFDHR’s directors of relief and development programs and other concerned departments while planning new projects within the framework of the programs to develop the necessary indicators according to the MEAL policy
  • Coordinate needs assessments with governorate and local authorities and provide support to field staff to document evaluation findings, including an analysis of beneficiary needs.
  • In coordination with the Director of Development Programs, the Director of Relief Programs and the Coordinator of the Peace building and Governance Program, assess the institutional capacities of local organizations before signing any partner sub-agreements to carry out field activities and services with NFDHR and make recommendations to senior management.
  • Upon acceptance of grants, immediately coordinate with program managers and other the relevant departments to prepare executive plans for procurement, follow up and evaluation.
  • Continuously coordinate with the directors of relief and development programs, program managers, and department managers to ensure the number, review and delivery of periodic, mid-term, and annual reports are submitted for review and approval to senior staff, donors and other stakeholders in a timely-manner.
 
The role of the MEAL Officer is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the MEAL Officer is required to manage all unforeseen issues and circumstances in relation to the monitoring and evaluation and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
 

Qualifications

Essential
  • Bachelor’s degree in statistics, anthropology, sociology, public health, or another relevant field

KEY RESPONSIBILITIES:
  1. To supervise construction of water supply and sanitation facilities in Sa’ada  and any other site for which the foundation will make interventions in the area of water supply and sanitation services. The provided designs and action plans should be the basis for all construction works.                              
  2. Assist the Public Health Engineering team in planning and executing water & sanitation and construction components in the Humanitarian Programme in the following:
  3. Construction and/or rehabilitation of existing water distribution network in urban and rural environments in Sa’ada governorate.
  4. Construction/Rehabilitation of communal and family latrines for both IDP and host communities in the operational area within Sa’ada governorate
  5. Supervision of construction of instutional (school and health facilities) latrines.
  6. Supervise implementation of solid waste management programme in the urban and rural in intervention areas.
  7. Liaise closely with the Public Health Promotion Teams throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes
  8. To prepare progress and situational reports and submit the same to the PHE Officer within agreed intervals. Details of the reports should conform to the agreed format.
  9. To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around public health engineering issues.

SKILLS AND COMPETENCE:
  1. 3 years’ practical experience working in Water and Sanitation in emergency relief programs. Should have a good understanding of work in PH in emergencies and developments.

Cashier Job Description

The Cashier will make oversee the financial affairs of NFDHR and ensure they are legal, constitutional and within accepted accounting practice. She/he will ensure proper records are kept and that effective financial procedures are in place as well as monitor and report on the financial health of the organisation. Finally, the Cashier will oversee the production of necessary financial reports/returns, accounts and audits. The Cashier reports directly to the Project Accountant. Main Tasks

  • Liaise with relevant staff, committee members and/or volunteers to ensure the financial viability of the organisation.
  • Make fellow committee members aware of their financial obligations and take a lead in interpreting financial data to them.
  • Regularly report the financial position at committee meetings (balance sheet, cash flow, fundraising performance, etc.)
  • Oversee the production of an annual budget and propose its adoption at the last meeting of the previous financial year.

Food Security & Livelihoods (FSL) Project Manager Job Description

The FSL Project Manager is responsible for planning, developing, monitoring and evaluating the assigned FSL project. He/she assesses FSL needs, designs projects, writes proposals, and initiates effectively manages and reports on projects in line with the objectives, timeframe and budget. The FSL Project Manager also provides technical support, leadership and strategic direction; meets quality standards in FSL delivery, encourages beneficiary participation, liaise with other stakeholders and manages and trains FSL staff. Main Tasks

Technical Support and Management:
 
  • Work on developing and reviewing the project strategy in partnership with the concerned government authorities, local governorate authorities, directorates and beneficiaries.

MAIN DUTIES AND RESPONSIBILITIES:
1. Support to strategy design and development of C4D activities
  • Research and/or participate in conducting comprehensive C4D situation analysis of social, communication, cultural, & economic issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component for the foundation.
  • Collect, synthesize, draft and/or organize materials and related documentations for evidence-based C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess, select and/or recommend appropriate information and materials for C4D initiatives verifying accuracy and quality for dissemination.
  • Monitor and assess the impact of C4D strategies and activities on the foundation goals to achieve measureable behavioral and social change resulting in the improvement of beneficiaries. Submit qualitative report/synthesis of results for development planning and improvement.
2. Support to the implementation of C4D activities

  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
4. Innovation, knowledge management and capacity building
  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users, and disseminate products to key audiences including partners and donors.
  • Support the organization, administration and implement capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programs/projects. Education:
A University Degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required.
Experience:

Development of  WASH projects in form of  draft project concept notes and draft proposals  in collaboration with the NFDHR management, finance and operation management.
Monitor and evaluate the project indicators to make sure that the project achieves its indicators and results in all the project life and prepare the reports and the other projects deliverables.
Design the WASH awareness courses depending on the evidence of the authorities concerned.   
Represent the NFDHR in many meetings for WASH, summarize the meeting findings, and send it to the programs manager.
Coordination with government, local authorities , national and international agencies that works in the same field in order to avoid work duplication and consequences on NFDHR WASH projects’ performance.
Supervise the documentation of all reports, meeting minutes technical and financial document that belong to WASH projects.
Perform any other tasks assigned to him/her by the direct supervisor.
 
 
Second: Job requirements:
 (A) Qualifications
A minimum of Bachelor Degree in civil engineering or related field, Master degree is preferable.
 
(B) Experience:
The applicant should have min 6 years’ experience in management of WASH projects, which at least one year in humanitarian field.
Experience of developing of WASH project proposals & WASH strategy.
 Experience in (AutoCAD, AutoCAD.NET , BIM, and ETab) programs, and designing water systems.
The ability to hold trainings and prepare the training awareness materials on the rehabilitation and maintenance of water supplies projects.
A sufficient experience in setting up the field survey, need assessment, and studies as well as designs of water supplies projects.
At least two years of working experience in international or local organizations.
Ability to present cluster meeting and discussing by professional
 
 
(C) Skills:
Must be proficient in the following skills:
Effective planning.
Strong Language skills(Fluency in English & Arabic; writing, speaking and listening)
Strong computer skills; including emails, internet, Microsoft office and the office equipment.
Strong leadership, management, organization skills, and ability to meet deadlines.
Administrative and technical management of meetings and conducting formal interviews
Excellent writing and communication.
Coordination, tasks allocation and handle many tasks at same time.
Prediction and observation skill.
Negotiation skills in the areas of work.
Have sense to social norms of targeted societies.
Gender analysis skills for different WASH projects.
Flexibility toward diversity, tolerance and self-control.
The ability to cope with critical situations wisely.
