Status of Gender and Protection: Yemeni society is considered conservative and thus hinders women's access to resources, including decision-making positions and services. Gender-based violence issues remain marginal and dominated by a culture of silence, in addition to lack of awareness about rights and services, complicated cultural norms, stigma and shame, insecurity, conflict, lack of legal assistance, scarcity of protection services, and mal-treatment of violence victims in all its various forms. All of these factors have worsened the phenomenon of gender-based violence in Yemen.
1- Increase women's access to protection services and response to gender-based violence, especially protection services and legal services.
2- Enhance the capabilities of women to be able to participate actively in taking decisions that lead to equal access to resources.
